Hotwire.com usually has some of the best deals, but they don't let you know who the companies are until after you've booked your flight, which is a pain. The best idea is to just book FAR in advance. I don't know about Sacremento to Vegas, but from Texas to Vegas it's about $300-$400 depending on how far in advance you book it.

The best deals from Sacramaneto is always with either Southwest Vacations or US Airways Vacations. These are the cheapest packaged deals and can include flight, hotel, and car if needed. They are pretty easy to navigate and will show you the cost breakdown for different hotels and dates. I have used both of these specifically for travel to LV from Sacramento.
