i am supposed to go visit my bestfriend in Houston,TX in August. She would like me to be there on the 11th and to stay for a couple days- up to a whole week. I live in Sacramento, CA. but if need be i can take a flight out of the bay area or surrounding area. i may also need to purchase 2 tickets,as me and another friend of ours will be going. we are looking to spend under $300 [plus taxes/fees] per person.

I'm not seeing anything less than 329 per person on US Air - this includes all taxes/fees if you book directly through US Air. Any US Air flights will involve a plane change for you in Las Vegas or Phoenix. Now for the other stuff...If you are planning to check bags, it's to your benefit to check with Frontier or Continental. They don't charge for the first bag (you'll pay $15 with US) and they fly non-stop. Just plugging in random dates with an August 11th departure gives me$369 r/t for Frontier and $394 r/t for Continental, but your prices may vary based on dates of travel. Also, you might want to check Southwest as well. They don't show up in my fare display, but sometimes they have cheaper fares than their competitors. Good luck and safe travels.

Continental flies from Sac to Houston directly. Southwest goes from Oakland to Houston. Check if that's cheaper after you factor in the cost of getting to Oakland. You could take Amtrak's Capitol Corridor from Sac to Oakland.
